4. Do Japanese people have enough vacation time?
Although we have a lot of national holidays and paid holiday system, I do not think Japanese have enough vacation time. Employees cannot use paid holiday system well. Every year, Japan ranks lowest in paid day off utilization rate. The rate was only 39% last year. I think that result is related to Japanese personality. Japanese are group‐minded, and sometimes it is too much. So you feel guilty when you have a paid day off. Moreover, colleagues do not feel good if you are absent a lot. You should not be able to have two or more days off with pay. Japanese government will set a new law that employees have to get at least 5 days paid off from April, 2016. However, I prefer having a system such as Vacances that France does rather than paid holiday system.
This is a very interesting answer. The statistics are very interesting - only 39% of paid holidays actually taken. Where does that figure come from?

The French system is the law that people can have paid holidays for maximum 5 straight weeks.
I think so too, Japanese are difficult to get paid holiday. I think it is not good for them because they cannot go anywhere like foreigners and they cannot refresh their mind. I wish we could have more vacation.
